Age Requirements for Each Licence Code
Code 1 (Motorcycle) — 16 / 17 Years
Code A1 (up to 125cc): You must be at least 16 years old.
Code A (above 125cc): You must be at least 17 years old.
Code 2 (Light Vehicle) — 17 Years
The most common learner's licence — for cars and light vehicles under 3,500 kg tare. You must be at least 17 years old.
Code 3 (Heavy Vehicle) — 18 Years
For trucks and heavy vehicles over 3,500 kg. You must be at least 18 years old and will need a medical certificate.
Documents You Must Bring to NaTIS
Namibian ID (Certified Copy + Original)
Your ID must be a valid Namibian identity document. Bring the original plus one certified copy. A regular photocopy is not accepted — it must be stamped and signed by a police officer or commissioner of oaths. You can get copies certified at any Namibian police station for free.
Foreign Nationals — What ID Is Accepted
If you're not a Namibian citizen, you can use:
- A valid passport plus a Namibian work permit or residence permit
- A refugee identity document
Bring the original documents plus certified copies. Confirm with your NaTIS office which documents they require, as practices may vary.
Passport-Size Photograph
One recent colour photograph, passport-size. Most NaTIS offices do not take photos on-site — bring one ready. You can get passport photos at pharmacies or photo studios for N$30–N$60.
Medical Certificate (Over-65s)
If you're over 65 years old, or if you're applying for Code 3 (heavy vehicle), you need a medical certificate from a registered medical doctor confirming you're fit to drive. The certificate is typically valid for two years.
How to Fill Out the Learner's Licence Application Form
Personal Details Section
Fill in your full name, ID number, date of birth, gender, and contact details. Use a black pen and write clearly — illegible forms may be rejected.
Class of Motor Vehicle Section
Mark the code you're applying for: Code 1 (motorcycle), Code 2 (light vehicle), or Code 3 (heavy vehicle). You can only apply for one code per application.
Declaration and Signature
Read the declaration, sign, and date the form. By signing, you confirm that you meet the age requirements and that your information is correct.
Fees You'll Pay
Application Fee (N$45)
Paid when you submit your application. This fee includes the right to write the test.
Issuing Fee After Passing (N$50)
After you pass the written test, you pay a separate fee for your learner's licence to be printed and issued.
Rebooking If You Fail
If you fail, you'll need to pay the application fee again when you rebook. There's no limit to how many times you can retake the test.

You can walk in to any NaTIS office and apply, or book online to secure a specific date. Online booking is recommended during busy periods.
What Happens If Your Documents Are Rejected
Most Common Rejection Reasons
- Uncertified ID copy — the most common reason. Get it certified at a police station.
- Expired ID — if your ID is damaged or expired, get a replacement from Home Affairs first.
- No photograph — NaTIS won't take your photo on-site.
- Under-age — if you don't meet the minimum age for the code you're applying for.
How to Fix and Reapply
If rejected, you don't lose money — the application fee is only charged once your documents are accepted. Fix the issue and return on another day. No need to rebook online; you can walk in again.
After You Apply — What to Expect
Test Booking and Dates
Once your application is accepted, you'll receive a test date. In busy offices, this might be 2–4 weeks out. In quieter towns, it could be within a week.
How Long Your Learner's Licence Is Valid (18 Months)
Your learner's licence is valid for 18 months. During this time, you should book and pass your driving test. If it expires, you'll need to start the learner's process over again.
