NaTIS — the Namibia Traffic Information System — is the government system that manages every driving licence, vehicle registration, and roadworthiness certificate in the country. Whether you're getting your first learner's licence or renewing your vehicle's registration, you'll deal with NaTIS.
This guide covers every service NaTIS provides, what it costs, and exactly how to navigate the process — including tips that save you from wasted trips.
What Is NaTIS and What Does It Do?
NaTIS Explained (Namibia Traffic Information System)
NaTIS is managed by the Roads Authority (RA) of Namibia. It's both a database and a network of testing centres across all 14 regions. The system records every licensed driver and registered vehicle in Namibia.
Services NaTIS Provides
- Learner's licence applications and testing
- Driver's licence testing (yard and road tests)
- Driver's licence card issuing and renewal
- Vehicle registration and licence renewal
- Roadworthiness testing and certificates
- Professional driving authorisation (PA/PDP)
- Personalised and specific number plates

How to Fill Out the Application Form
The LL1 application form asks for your personal details, the class of motor vehicle you're applying for, any previous applications, and a declaration. Bring a black pen — the form must be completed in ink. Staff at the counter can help if you're unsure.
What Happens on Test Day
After your application is processed, you'll receive a test date. On that day, arrive early, bring your receipt and ID, and you'll write a multiple-choice theory test covering rules of the road, road signs, and vehicle controls. Results are given the same day.
NaTIS Driver's Licence — From Learner's to Full Licence
Booking Your Driving Test
Once you hold a valid learner's licence and have practised driving, you can book a driving test at your nearest NaTIS centre — either online at online.ra.org.na or in person. See our guide on how to book a NaTIS appointment online.
Yard Test and Road Test Overview
The practical driving test has two parts:
- Yard test: Parking, reversing, hill start, and vehicle checks — all done within the NaTIS yard.
- Road test: Driving in live traffic. The examiner checks lane discipline, turning, intersections, and general road awareness.
Collecting Your Driver's Licence Card
After passing, you pay the issuing fee and receive a temporary driving certificate. Your plastic licence card is collected from the same NaTIS office, usually within 4–8 weeks.

Vehicle Registration and Licensing at NaTIS
Registering a New or Used Vehicle
To register a vehicle, you need the roadworthy certificate, proof of ownership (invoice or bill of sale), your ID, and the registration fee. NaTIS captures the vehicle into the system and issues number plates.
Licence Renewal
Vehicle licences must be renewed annually. You can renew at any NaTIS office or online. You'll need the current licence disc (or registration number), your ID, and the renewal fee.
Roadworthiness Testing at NaTIS
When You Need a Roadworthy Certificate
A roadworthy certificate is required when registering a used vehicle, when a vehicle changes ownership, and when requested by an officer after an accident or inspection.
Cost and Process
Book a roadworthiness test at your nearest NaTIS centre. The vehicle is inspected for brakes, lights, tyres, steering, and body condition. The fee depends on vehicle type.
Tips for Your First Visit to NaTIS
What to Expect (Queues, Timing, What to Bring)
NaTIS offices can be busy, especially on Mondays and at month-end. Arrive as early as possible — ideally by 07:30. Bring all your documents, a pen, and cash or proof of online payment.
Common Mistakes That Waste Your Time
- Forgetting a certified copy of your ID (must be certified, not just a photocopy)
- Not bringing the correct fee amount
- Arriving at the wrong NaTIS office for the service you need
- Not having a passport-size photo ready
Frequently Asked Questions
Can someone else renew my vehicle licence for me?
Yes — vehicle licence renewals can be done by anyone who presents the current licence disc and pays the fee. No ID of the owner is required for a simple renewal.
What if my driving licence expired more than 12 months ago?
If your licence has been expired for over a year, you may need to retake the driving test. Visit your nearest NaTIS office to confirm the process, as it depends on how long the licence has been expired.
How long is a learner's licence valid?
A learner's licence is valid for 18 months from the date of issue. If it expires before you pass your driving test, you'll need to reapply and rewrite the learner's test.
